If you go to the Minecraft Forge website http://files.minecraftforge.net/...forge.net/ and download the 1.6.4 recommended installer (They can't make forge for 1.7), it will give you forge, then, go to ichun's website, and dl ichunutil and place it in the mods folder, then download the portal gun mod, and place it in the mods folder. DONE! Make sure you choose the Forge profile when you play Minecraft.
