How to install mods (not plugins) to a minecraft server?

I have a list of actual Mods I would like to put on a server I'm trying to start. I don't want plugins but actual mods. Can anyone help?

1) install something called "forge" on your normal minecraft server
2) then there should be a folder called "mods" where you just place the mods
3) install forge on your client
4) create a mods folder in the ".minecraft" folder
5) copy your mods into the mods folder
