How to get the.jar and the.bin file for minecraft?

Ok so i want to mod MineCraft and i can't find my.bin and.jar files. I do the %appdata& thing and i click.minecraft and there's not a.bin file, and i belive you need that file for the.jar file.to mod MineCraft. And i was wondering if i could like, create a.bin file and make a.jar file and put them in the.minecraft file, but befor i do that I wanna know if there's a differant way to do this.

Btw i run on a 64x Bit Windows 8 LapTop

Create and join the minecraft world for the version of minecraft you want to play modded. Completely log into the world. Quit the world. Now you will see the bin and jar files you need to edit. They are downloaded when you first login to the world
