Short answer… Yes the only payable part of the free minecraft is the tutorial but of course there are launchers and versions of minecraft like minecraftSP that is a full version of the game that can support mods for free… Only downside is with it being free is there's no multiplayer

If you wish to use vanilla minecraft as a base for the mod, then yes you must buy it. There are however other ways of getting the "full" (I use quotes because you can't play multiplayer) game.
