Can you install 1.6 mods for 1.7 Minecraft?

I really want to download a 1.6 Mod that has to have forge to run. If I put it into the folder version 1.7 (Minecraft and Forge) and play on it with 1.7 will it run?

If your confused: Can you run a 1.6 Mod in minecraft on version 1.7 if it requires forge?

Even if it requires forge, a mod made for a previous version of minecraft will not work for a future version. (In other words, a 1.6 mod wouldn't work with version 1.7)
