There aren't a lot of websites like this, you can either try to get one from a friend or buy your own.
Just enter in URL: http://www.minecraft.net/....jsp?user=
after the "user=" put the username of your desire.
Just to elaborate on what Jo said…
This works out pretty well. This uses Mojang's method (which accesses their servers directly), specifically "boolean hasPaid()".
If you see "true" appear on the screen, then the account exists and has been paid for. If you see "false", then the account does not exist. (There's no such thing as a cracked Minecraft account; you technically don't even have one.)
