Even after formatting my laptop it continues to run incredibly slow. At first I thought I might have to defragment some things to clear space, but nothing needed to be defragmented. My anti-virus is also up to date. The problem can also be seen when playing videos (as it does not run smoothly) and playing games (Minecraft, for example, has unbelievable lag even at 2 chunks and 10 fps).

It depends on the configuration or due to bad sector files
try formating the lap with first dos then install which ever os you need still it is slow try increasing the ram then it will work fine but be carefull will formating the system take the backup of the data
You say you formatted the computer, did you download all of the drivers for your laptop from the mfg website? Download the latest drivers and the most recent BIOS and install/apply them all.
