Java won't install correctly for me?

I want to install Java on my computer because it stopped working and I deleted it and when I tried to reinstall it, it would either:
Become a plugin only for Google Chrome (Still wouldn't work in Chrome)
Or a file was corrupted and it wouldn't continue installation
I want to install it for Minecraft
I have tried restarting my computer and more, but nothing will work.
I don't know what else to add but heres info that might help

Computer: Windows 8 Dell
Java attempted to download: Version 7 Update 51
Browsers used to download: Safari, Chrome, Firefox, Internet Explorer

I hope someone can help me!

Added (1). I forgot to add, often when I try to run a.exe file it doesn't load at all, only probably 20% of.exe files I download often work.

Added (2). Tried Ironic's suggestion-Wouldn't work at all

Added (3). When trying to download java using the offline version, it says
"Can't run this app on PC"

Added (4). I tried the clean boot, but it said it did not affect any of the files because nothing is wrong, but java still won't install.
I have AVG and after using it, java STILL won't install. I honestly don't know what is wrong, and my computer is saying that everything is fine.
Either I'm somehow downloading the wrong file, or my computer just won't accept java.

Uninstall Java from windows, then go to this site: http://www.java.com/...l_java.xml
Then go to this site: http://www.java.com/...wnload.xml Download, Install AND VERIFY the installation from that same site- if the verify tool says you have the latest version, Java is good (JAVA WAS PROBABLY GOOD TO BEGIN WITH- READ ON). But the latest version 7 and update (51) have made it necessary to enter exceptions into Java for it to run Java on certain sites. In your "Additional Details" you are posting a far more severe issue of your computer not working right, as opposed to not being able to play games. If you have a computer that won't work right- your NOT GOING TO PLAY GAMES. Get your priorities in order. While in safe mode, open Malwarebytes and start a full scan. When the scan is done make sure everything that Malwarebytes found is selected, and click delete. This will quarantine the files and remove its registry entries.
