I need an item that, when right clicked, give blindness and surrounds the player in white wool. (in minecraft)?

Without mods the only thing you can do is use a blindness potion (I think they're a thing but I haven't played in ages so I'm not sure) then just surround them with wool

I was thinking of having an item that when held in your hand you gain blindness I've seen this with positive attributes but none with negative ones I found one but I can't seem to change it to blindness instead of the speed it has right now.
