I have a laptop which isn't meant for gaming. It has 4gb of RAM but no dedicated video ram. I can play minecraft smoothly but do you think i'd be able to play csgo? Also i can't access the bios since it's a laptop. I only have about $250 so buying a PC is out of the picture for about a year so unless you have links to incredible pc/laptop deals then no need for links(i'm fine with building one but don't know where to start with the price range i have) so i just want to know if i can play csgo or if there are any great deals on pc/laptops that are suitable for gaming.

buy a used and you can get a desktop capiable of gaming for like $250 (look into getting a lower amd cpu like a phenom II x4/x6 or maybe an fx4000/6000 series), then try to get a cheap amd 970 chipset motherboard.
ram doesn't tend to go on there for too much cheaper then new, but 4GB would be fine.
sometimes people sell power supplies for a decent price aswell, but not all that often cheaper ones like corsair cx430/500.
gpus are often sold, you can probably get an r9 270 for like $80-90. Or if needing cheaper, gpus like amd 7850 go for like $50-60, and i've seens like 7770s go for like $30. (and a 7770 would play csgo on pretty high settings at 60+ fps at 1080P)
You could probably buy a Lenovo X201 for that much. It has an i7 which I was able to run Left 4 Dead 2 on max settings.
