I can't run mincraft because of bad drivers?

OK every time I try to play mincraft it can't run because a bad video card drivers, but the driver are up to date.

will changing my video card fix this if not why

Firstly, have you installed the drivers from the official website of the manufacturer? (intel, nvidia, amd etc…)
If you haven't, you should uninstall the current one, download the one from the website and install it.

If that doesn't change anything, it could be that you have a graphics card that doesn't support OpenGL 2.1, which is required for 1.7.4 and up. (very common with 'old' built-in graphics cards in laptops)
If this is the case, and your card DOES support OpenGL 2.0, you should be able to play all minecraft versions up to and including 1.7.2 (you can change the version used by clicking on "Edit Profile" at the bottom-left corner in the launcher).

And if even that doesn't work, I'd strongly advise you to buy a newer GPU (= video card)

It isn't bad drivers, you have to have a graphics card to be able to handle playing games like Minecraft.
