Do you mean something like a turn-based party RPG? Because Lost Odessy is a pretty good one as it stands. You may also want to try out other sand boxes like Fallout New Vegas and Two Worlds.
Lost Odessy is made by the same people as Final Fantasy, and has beautiful environments and atmosphere. Your main character for most of the game is Kaim Argonar, a thousand year old immortal who forgot his life. You meet a more adventurers and immortals throughout the game and fight several challenging bosses including a several hundred eyed t-rex, and a four basalisks.
Two Worlds is very similar to skyrim in being a fantasy sand-box RPG, and is even similar in controls. It's a little glitchy and lags some, but it is filled with amazing beasts and weapons. Things that seem to be landscaping will come to life as a stone golem or dragon and come to eat your face.
