Download optifine, it has some software that helps the framerate and you can further adjust the graphics so that it runs faster.

You can also do this: once you have minecraft open hold ctrl alt and delete>task manager>processes>right click the java processes which should be on top>prorities>high. Do this for both java processes.

Get a decent pc.
