I had tried to re-download my Java, but that didn't work. I get the command prompt thing for not even a second then it goes away. The Forge Installer doesn't even pop up.
Added (1). Also I have a Windows 8 computer if that means anything

Don't even bother with mc forge use Skydaz.com for auto installers.
If need be back up your mc saves then delete your.minecraft folder, re-download minecraft, then replace the saves folder.

Re-Install Minecraft, Re-Update Re-Download, then Install Forge Based on your Version Type. If it doesn't pop up Try to open Task Mgr, then end process the Forge then open it again…
don't forget the important mods, save, resource pack or anything else that have to back it up
