What PC specs do I need to run ftb and related modpacks on med-high settings with 40+ fps? I only have $600 to spend on it.

It will be very hard to do on a $600 budget. Either way make sure it has a really good processor and quite a bit of ram (6GB At least, you want 2-4GB dedicated to the modpack launcher). A graphics card doesn't need to be amazing, but make sure its not integrated like Intel HD graphics. It will be hard to find a pre-built computer for that price, consider building one and upgrading it as time passes.
