I'm looking for a game where you can do whatever you want in it, there can be optional quests and stuff, but I d like it if you can jut go do whatever, games I've played that have this kind of aspect include: Runescape, Harvest Moon, Animal Crossing, Skyrim, Minecraft. I like that you can explore these games in any way you want, and there's little to no consequence.

My first suggestion would be Minecraft. You already have played it.
Second suggestion would be Skyrim *or* Oblivion. If you haven't played Oblivion, go back and spend some time there, you should have a lot of fun.
Third suggestion is Grand Theft Auto. While there are consequences in the game, it doesn't really matter. You can do what you want.
An upcoming game I'm looking forward to (for this very reason you're asking) is called No Man's Sky. 17 quintillion planets to travel to, a mysterious center of the universe, ships to fly and upgrade, space suits to upgrade to handle harsher environments, weapons to upgrade, things to sell, explore, and discover. Unlimited playability.
There are also the Fallout games. That would be my last suggestion.

The only one I can think of (that hasn't already been said) is Divinity 2, Ego Draconis (plus you get to turn into a dragon at will and fly around once you're half way through the game)
