My friend has Minecraft for Xbox and I have it for computer. I want to play with him but he doesn't want to spend money for the computer version. Can he just connect his Mojang account and not have to spend money?

No, he has to buy PC version or you have to buy Xbox version to play together. Minecraft for Xbox is run by 4J studios and PC edition is run by Mojang, so he has to buy it and spend money.
