Why can't I join this minecraft server?

I'm new to this minecraft server and haven't played on it yet. Like all of my friends play on this server and I've been trying to play on it too for at least a week. I copy and pasted the ip (Playimperium.net) and tried literally everything in my ability to get it to work. I'm positive that it's not my Wi-Fi or my computer because I can play on any other server. Servers usually go straight to "Logging In" and I join in seconds. But when I join this server it says "Connecting to the Server" for AAAGGGES, and then says connection timed out.
