NO ONE CAN JOIN MY MINECRAFT SERVER?

Hi. I have a Minecraft 1.8.8 Craftbukkit server. NO ONE CAN JOIN IT. I have a static ip and port forwarded but it still does not work. I try to join it using my external ip(whatever you call it) and it gives the error "java.net.ConnectException: Connection refused: no further information:" (without the quotation marks). Please Help.

BTW: I'm in China. Is that why it isn't working?

There's no connectivity exception, as the error pointed out. You can either disable your firewall or make a connectivity exception.
