Me and my brother both have minecraft on PC {both on the same Wi-Fi network} and when we attempt to connect, nothing comes up?
Do we have to use servers to connect or are we doing anything wrong {noobs here}

If you and your brother both have sepearate pc but have one source of internet connection and trying to to connect to the same server I suggest one of you download and install a program that hides ip address like hotspot shield i don;t if you can get ban by using a proxy but i hope this helped
If you both have two separate accounts on two pcs then one of you can open a world up to LAN its in the ESC menu. Just load up a new world open it up to LAN and your brother should automatically see it in his multiplayer menu
