How to make People that join my Minecraft server spawn at the spawnpoint everytime?

I have a lobby server and when people first join they spawn at spawn but when they go somewhere else and leave the server it takes them to where they were please help I have essentials

While standing on the spawn point you want.
If that doesn't work:
/setspawn

In Minecraft, where ever you log out/disconnect is where you'll pop back in when you log back in/reconnect. The only way I can think of is to constantly refresh the database on each player's location. Meaning that when they log off, the server clears the database for that character.
