I'm going to get minecraft for PS4 and wanted to know what the console version doesn't have yet that the PC version has.
What does minecraft PC version have that Console Doesn't?

Mods. With mods you can have anything you want in Minecraft. A driverble car? Sure, next textures, so many mods.

The updates are way past each other. PC updates always comes first than Console does
