Mods not Working on Minecraft?

I've downloaded the "Better Snow Mod" and installed it in minecraft.jar, but it doesn't even show up in the game or in options?

I'm running Vanilla 1.7.9.

Anyone know what could be wrong? This is the first mod I've ever installed on minecraft, but I did the installation step-by-step perfectly.

Most minecraft mods do not support versions higher than 1.7.2. Check the website or forum post to which you found it from.

I just checked and the mod does not support Minecraft version 1.7.x at all. You would need to back date to 1.6.4

I back dated to 1.6.4 but and reinstalled to that.jar but still not working.
