Unfortunately, you do have to pay for it separately. However, pe is evolving quickly with updates into pc. Pc costs a lot of money, so make sure you will really use it. I bought both, and i use pe more. Pc has its ups and downs too. It has some more content that isn't in pe but it is a lot more confusing. You have to memorize all the combinations to create things, and it is glitchy. But, it is great if you really really love minecraft and are really good at it. Some people don't pay for pc, they hack a free account, but that isn't good. So yes, you do have to pay, sorry.
