How to possibly get Neverwinter to work on PC?

This is a friend of mines issue, not mine, that has been going on for months.

We play Neverwinter through Steam. We got to level 37 with no aid and then suddenly her game stopped working entirely. She has:
Ran in safe mode
Turned off firewall
Undownloaded and redownloaded everything - from Steam (the website itself has the same issue for most users)
Checked and double checked that she has All patches.
Uninstalled and reinstalled the game and its patches, then installed them all, had nothing else running, turned off firewall, and basically any other preparation and it still didn't' work.
*Note she also COMPLETELY cleaned out All files of cookies or anything else that might remain after uninstalling the game.

She's a graduated computer major and is as lost as I'm. I've scoured the internet and can't' find anything useful. I can't think of anything, unless it's extremely obscure, that we're missing.

Anyone here had the same issues? It's been a year or more since we've been able to play the game.
(I have the same issue for Minecraft, but not Neverwinter, and she has no issue for Minecraft, but the issue for Neverwinter.)

She's running a Windows 8.1 with plenty of memory and an updated graphics card so that isn't it either.

It's going to be hard to narrow down since these things are usually due to super tiny files. But one suggestion I can think of is if you can try to move your Neverwinter installation folder that contains all the files and move them onto her computer through network or SSD w/e. Also, try moving her newly installation game folder to yours or another computer and check if they work.

There may be small issues in some of the main Microsoft files in windows 8.1 or even other files within your other programs that are causing problems with it.

It's hard to tell with these things but as I suggested earlier try copying and moving an installed and working version of the game to her computer and check if that works.

How is the game not working? Does it crash and says something like "Neverwinter has stopped working"?

If everything fails try going in steam neverwinter game launch properties and put this in there -force-d3d9 many games recently had crashed because of the directx or something like that (games like stranded deep, subnautica etc. I managed to fix crashes with that command line in the launching properties).

If that doesn't work either try verifying the game integrity, its some option when you rightclick a game. Not really sure i forgot how it's done. (Sorry if you said you did that already, I can't see the question while answering on mobile).
