How to make unpickuble items in minecraft?

I think its like /summon or something to do with item delay how do you use it?

At 4:20PM your time, you must do /#420Blazin Then do /DoWeedEveryday.
In reality you do use /summon and you can't use it and there's no time delay without mods, at least i don't know how to.
