Not enough information. To upgrade a video card, one needs to check:
1) Your power supply. Larger/better video cards require power supplies in the desktop that have a higher wattage.
2) Case size. Regular desktops are ok for upgrades, you can change video and power supply. Small form factor cases or all-in-one computers - forget about it.
3)What games you want to play. The 6450 is a fairly low end video card, but probably not too bad for WoW. If you want higher end games, you should get into the R7 series of video cards, or R9 which are better still (R7 series will be a big improvement over a 6450)

That's a great graphics card. I don't get why you're complaining about getting 60 FPS at the max setting; that's the fastest the human eye can see. Any further framerate would make your graphics card wear and tear faster, which is not a good thing.
