Minecraft modern city RPG (xbox)?

I'm making a modern city on xbox 360 & once the new xbox one version comes out i'm going to transfer. I need loads of help on it. I'm thinking from a few months about a map with two cities that are fighting where every player has his role like:
the security
the farmer
the merchant
maybe make a jail…
Anyway it would be a lot of work on it
