Will minecraft run on the HP 250 G1?

I'm looking for a cheap laptop for minecraft, programming and browsing the web i won't play any fancy games or that stuff just mc and i will upgrade the ram

Yes, that should be OK for playing minecraft. According to Minecraft's system requirements, you should have a minimum of 2.6 ghz clock speed on the CPU, but you will probably get away with the G1's 2.3ghz. 6GB should be plenty of RAM, but you could easily upgrade to 8GB if you wanted to. If you could, I would recommend getting a laptop with slightly better specifications if you want to be sure of its performance.
