If not is there a way to refresh the world without losing it?
Will I have to restart (Create a new world) my MC Realms world when 1.8 of Minecraft comes out?

If you want the changes with world gen. (Water temples, etc.) then yes.
But, you can still update and keep your world, and all of the new items will still be craftable. Just some may be impossible to get.
