What's the best laptop under $400?

Just keep saving money and build a computer. They are better and cheaper than a prebuilt computer, but take more work and time. Noobs at building computers it will take about a hour or two. I can build one in about 15-20 minutes. Also look up on the youtube how to build a computer when you get your parts. But if you are set on a laptop save more money and get a more expensive one. Always check the processor and video/graphics cards. When you see what those things are look up only how good they are for minecraft if they suck find a better laptop.
