I just got a new Laptop for Xmas this year. It's a new HP with Windows 8, and the only things I've downloaded on it so far have been a couple ROMS, a VBA emulator, Minecraft, a few songs off of youtube-mp3, and iTunes. When ever I break a piece of wood in Minecraft, it re-appears immediatelly everytime, and I have to either wait like 10 seconds for it to go away and for me to collect it, the same thing's happening for dirt and stone, I put my settings on a renderdistance of 14 chunks, no clouds, Unlimited Max Render Distance, Anisotropic Filtering is off, and Decreased Particals. Is it because I don't have windows 8.1 on my laptop? Or are there any better settings to put on there?

How much ram do you have allocated to the game?
i would suggest giving it 3-8 gb of ram (don't give it the whole amount you have)
also on the settings note put render distance tiny or 6( depending on version)
and turn vsync off and graphics at fast not fancy.
