I was crafting paper earlier and now i needed to do so again for another book but it just acts like paper doesn't exist now… Please help! I don't want to have to cheat because of this stupid reason!

Paper is still made from three sugar canes arranged horizontally.
1.6.4 is an old version, you really should update to the current version.
