According to the official Wiki page: they recommend 4 GB of RAM for what they consider the "best" requirements. Keep in mind that the OS running your Minecraft server also takes up some RAM. If you have Windows, I would consider having a minimum of 8 GB of RAM.
But the exact requirements depend on what kind of server you're making. If it is a simple server for a few friends, it won't require a lot of power compared to a server with many people connected to it.

It generally depends on how many CONCURRENT PLAYERS you want on the server.
On average, here's the gists on the recommended amount to allocate
* 1 GB's of RAM -- Up to 4 concurrent players (Private / Personal server)
* 2 GB's of RAM -- Up to 10 concurrent players (Private server)
* 4 GB's of RAM -- Up to 20 concurrent players (Semi-Private server)
This is only a guideline as it suggests moderately simple redstone usage & average rendering distances. The more players you want on the server at the same time OR the more technically demanding certain chunks of the world are (with a lot of complicated redstone circuitry), the more RAM you'll want to dedicate.
Please be aware that the RAM designation is ON TOP OF YOUR OS REQUIREMENTS… So if you want to a 20-player server on a Windows 10 system, you're going to need AT LEAST 8 GB's of RAM to run properly for dedicated server & around 12 GB's of RAM to run the server PLUS whatever else you're running (like your own instance of Minecraft) on the same system.
