Minecraft server not connecting?

Failed to connect to server
Connection timed out: connect

This server was working fine until the IP changed and now I'm unable to connect to the server. I've tried everything, including bringing down my firewall, opening port 25565 via firewall rule, and disabling the anti-virus. I'm unable to portforward, as I'm using my university's internet and do not have access to the router's control panel.

HOW IN GOD'S GRACE DO I FIX THIS?!

You are running a minecraft server on the university network? It is very possible they are blocking the port to prevent exactly this from happening. I'm pretty sure this violates their acceptable use policy.

If there's no firewall in the way and you are sure you are connecting to the correct IP, try changing the minecraft server port. You can pretty much use any port you want, choose something random and see if it works.
