Is this hardware food enough to run a minecraft server?

I want to make a minecraft server, but I don't have enough money to buy a dedicated one yet, so for the time being I want to host a server on my laptop. I have already portforwarded 25565 on my router so i'm good on that, I just want to know if my laptop is good enough to handle a 8-24 player server. My server will be vanilla, no bukkit or forge or anything else, just good ol' classic vanilla.

Upload speed: 1mbss

Sorry to say this, But You can get away with about 3 players (On at once) without any lag.

Your computer is great for 8-24 players but your download and upload speed is lacking.
You could always start with your computer then move to a host later and have the same map.

The good news is you might be able to get faster speed by getting a wired connection to your router.

One last thing, laptops may not be your best bet on hosting, it would be better to do it on a desktop.

Your computer is definitely good enough. But if you are running vanilla, then you can't personally allocate ram to your server. Larger servers need moar ram. For an 8-24 player server I recommend about 1-2 gigabytes of ram, but you can't allocate that on a vanilla server i recommend you take 15 mins to setup a bukkit server and be able to allocate ram.
