You don't have the port forwarded, OR there's a firewall blocking it. It really is as simple as that.
Make sure you forwarded the port properly. Make sure your router doesn't have a firewall that is on, and make sure the computer doesn't either.
If using linux, make sure the user account running the server has privileges to access and accept connections from the port.
