How to change texture on Minecraft Bukkit Server?

I've created a texture pack I really like for my Bukkit Server, but I can't figure out how to install it and make it work. I've put the link in the server.properties file and it'll say it's downloading it, but it'll either freeze or do the whole percents and everything and then nothing will change…
Any advice to help me figure out what's wrong and how to fix it?

You mean "resources". You can use a plugin to do this.
