How to change me to a FULL Administrator?

Well if you can't change local area connection properties then you are not an admin at all, full admin can change any accounts passwords and such. Most people are admins which is you turn the comp on make an account, there ya go it seems like that person made you an account. For the full admin, i don't know what version of windows your running (assuming its windows) you just restart and hit i do believe f5 or f8 and go to safe mode with networking, that account that comes up is the full admin, you can view the accounts created on the hard drive, change passwords, i think even delete if you want. I know on xp those came with out a password fresh out the box i can't remember if vista and 7 put the pass of the first account, so you may or maynot be able to access the account

Try left click and Run as a adminstrator if you are on Win 7 / 8 and are the only account on the computer.
