How do people have 1.8 Craft Bukkit Minecraft servers?

I have been on my 1.8 servers that have bukkit. How do they do that if it is not out?

Those servers will allow you to login with 1.8 not play on 1.8. You find that most, if not all these servers don't have any of the new items of 1.8. However, due to a small update the server allows you to login with 1.8 or lower versions.
