Can somebody set up Bukkit plugins for me on my Minecraft server?

I need somebody to set up useful bukkit plugins so they work, also can somebody build me a good spawn? Whoever does these things will become Admin.

If you're wanting to find someone to put a lot of time and effort into making plugins and making a spawn area then you need to offer money and not admin. People with that skill will simply create their own servers instead of being an admin of someone else's server.
