Get 1.7.4 it is the new launcher, there are servers on that, hope this helped.

Most if not all minecraft servers are free. But you might not find a lot of 1.6.4 servers, as that is an old version. You might be better off looking for 1.7.4 servers, and make sure your client is updated to 1.7.4
