It says currently undergoing maintenance, people say is to set the time trough internet blah blah blah, i did everything they told me to and it still says it, please help i wanna buy the fantasy texture pack for Minecraft.

Its not ps, psn is online
it is your internet connection or the store app needs to be deleted and reinstalled
U was just on psn checking the store an hour ago on my ps3 and it worked fine then I updated my psvita which is supposed to allow themes now and went into the store from the vita to see if they actually have themes available to download yet ( they don't ) and that store works too
your options are
1. Reboot your router
2. Redo your ps3 internet connection setup
3. Delete and reinstall the store app
4. Call your internet provider and have your connection serviced
4. Get a better provider
