I'm on the Minecraft website and I tried to join, but it is asking me to pay money. If I just download the app will the payment still be required of me?
Do I have to make any purchases outside of the Minecraft Pocket Edition App itself to use it?

You have to pay for the app $6-7 but that's it. It depends what type of device you are using. I play MCPE on my kindle
