Top one for sure has a better graphics card with more video ram.
Either of those PC's will run any game at good graphics.
both easly beat my PC on specs whith runs skyrim at high setings at 40FPS from fraps.
GTS 250/1gig vram with core I5 and 8gig ram and a 10krev spinning platter HDD
For BF4 alone you need to look at something a lot Better.
