What does tobuscus use for his mods?

Could you be more specific? I'm not a watcher of tobygames and tried to watch a couple of his Minecraft videos. The ones I found where vanilla, but I know some of his two-person games are modded. A link to a video showing theses items would make it a lot easier to figure out.

Basalt bricks are probably a part of Project: Red (or Red Power 2 if the video is old enough) but it could also be part of Underground Biomes or Biomes 'A Pleanty, both of which I think include a version as well.

As for extra ores, Project: Red as a few as well, but then almost *every* Minecraft mod adds new ores. Metallurgy 3 adds *31* different mine-able materials on its own!
