Need Minecraft Technic Launcher Mod Pack?

It has to definitely have: Mine and Blade BattleGear, Ars Magica (The first one, NOT Ars Magica 2) and Dungeons/Battle Towers.

I'd also enjoy Dragon Mounts, Minecraft Comes Alive, Costum NPCs, Damage Indicators.

Have you check if all those are compatible on the same version? If so, it should exist or just make it yourself. If they aren't, forget about it.
