How to stop ice from melting in minecraft?

I want to build a city in minecraft and I want to use ice for windows in some buildings but it keeps melting. How do I stop it from melting. I tried installing the mod to stop it for 1.6.4 but it does nothing

I haven't played minecraft in a while but i think you need to insure that there's no heat source around the ice like torches, glowstone, fire, etc
