How to fix forge for Minecraft 1.6.4?

Hi, i've looked up several tutorials on this and I have done everything exactly as they did. I even tried using Magic Launcher as an alternative but it doesn't work either. I have tried two different 1.6.4 Forge jars to run the game and neither work. I tried to see of it was because one of the mods but nope I couldn't even run the game with those jars. What did I do wrong? When I press play, the launcher loads, disappears, and then reappears. I have tried by deleting everything in the /roaming/.minecraft folder and redoing everything but it is no use. What can I do to fix this? What is wrong? I'm running windows 8 with MC Launcher 1.3.10. And yes, I did select that jar on the profile thingy just in case you think that is the problem.
