I want my friend to join a modded server with me but she doesn't want to download mods due to the fear of getting viruses. I already have the mods on my computer so if I email her the mods, will she still get viruses even though I already downloaded them. All she would have to do is run forge and put the mods in her mods folder.

I suppose you could e-mail them to her, but I don't know if your or her e-mail providers would allow that. I'm sure your mods are safe, but e-Mail providers might not want random unknown files being sent.
Honestly, e-Mail isn't the best way for this type of file sharing. It's much easier (IMO), to upload your mods to something like Dropbox, Mega, OneDrive, Google Drive, etc and give her the link and download them that way.
And as long as the source file is free of virus, the copy should also be free of viruses as well. Though, it's always a good idea to scan files just to be safe.
